This three-year workforce development initiative was implemented in 2019-2022 with funding from USAID, and focused on capacity building for the off-grid energy sector. This project implemented training programs through two specialized partners: Bopinc (implementing the “Lighting Up the Last Mile” project) and Whitten & Roy Partnership (implementing the “Leadership for Solar Workforce Development Program”).

Bopinc’s approach focused on vocational and technical training for frontline workers in the off-grid solar value chain, developing modular curricula covering solar system installation, maintenance, troubleshooting, and customer service. The project also integrated soft skills (communication, entrepreneurship, and financial literacy) in its training – recognizing that technical skills alone were insufficient for career advancement in the emerging off-grid economy. This project trained individuals from countries in East and central Africa.

Whitten & Roy Partnership’s training program targeted mid-career professionals and managers, focusing on leadership development, business management, and strategic planning for the off-grid sector. This project trained individuals from countries mainly in West Africa. This component addressed the ‘missing middle’ of management talent needed to grow small solar enterprises into sustainable businesses. The curriculum covered topics such as supply chain management, quality assurance, customer acquisition and retention, financing and investment, and regulatory compliance. The program employed case-based learning using real examples from the East African off-grid market, facilitated peer learning circles among participating managers, and provided executive coaching for business leaders.
